为深入落实学校深化改革部署，对标校领导在深化改革中期工作研讨会上提出的 "在海南，大可作为，更大有为" 改革发展要求，抢抓海南自由贸易港、国际教育创新岛建设重大机遇，西英格兰学院（国际教育学院）召开新学期务虚会。学院各职能科室全面复盘工作成效，深刻剖析发展堵点，系统研讨破解路径，共同展望国际化办学未来愿景。
To thoroughly implement the university's deepening reform agenda, align with the reform and development requirement of "in Hainan, there is much to achieve and even greater potential to realize" set forth by university leaders at the mid-term seminar on deepening reform, and seize the major opportunities presented by the construction of the Hainan Free Trade Port and the International Education Innovation Island, the UWE College of HAINAN MEDICAL UNIVERSITY (School of International Education) convened a new-semester strategic planning meeting. All functional departments of the College comprehensively reviewed work achievements, deeply analyzed development bottlenecks, systematically discussed solutions, and jointly envisioned the future of internationalized education.

本次务虚会坚持 "务虚求实、谋远力行" 原则，围绕党建思政、招生管理、教学运行、学生管理、行政保障五大核心板块展开，各科室依次汇报，摆成绩、找差距、定举措、谋长远。
Guided by the principle of "seeking truth through deliberation and acting with foresight," the meeting centered on five core areas: Party building and ideological-political education, admissions management, academic operations, student affairs, and administrative support. Each department reported in turn, presenting achievements, identifying gaps, defining measures, and planning for the long term.
上半学期，学院国际化办学取得扎实成效：第三联合党委获评省委教育工委系统 "先进基层党组织"，"自贸融情" 党建品牌持续打造，质量认证预认证有序完成；国际学生及中外合作办学学生招生录取工作进展顺利；教学制度体系不断健全；学生管理服务体系持续完善，行政保障各项工作有序落地。
In the first half of the semester, the College achieved solid progress in internationalized education: the Third Joint Party Committee was honored as an "Advanced Grassroots Party Organization" by the Education Working Committee of the Provincial Party Committee; the "Free Trade Bond" (Zi Mao Rong Qing) Party-building brand continued to be developed; quality accreditation was completed in an orderly manner; admissions for international students and Sino-foreign cooperative education programs proceeded smoothly; the academic system was continuously improved; the student management and service system was further refined; and all administrative support tasks were effectively implemented.
各科室同时直面短板，跳出事务性工作局限，站在学校 "十五五" 规划、海南国际教育创新岛建设大局下谋划事业发展。招生板块提出，持续优化学历生生源国别结构，加大东南亚生源拓展力度，完善奖学金体系，严把生源质量关口，分步启动来华留学硕士、博士招生，探索预科独立核算运行模式。中外合作办学将持续滚动推进硕士招生，优化本科各省招生计划，研究高分生源吸引政策，拓展优秀生源合作院校。教学领域以质量认证为抓手，加快信息化平台打通，完善趋同化管理，升级语言教学体系，强化教研产出，推动中英课程深度融合。学生管理方面，深化国际学生教育管理改革，围绕人才培养目标实施育人体系，做实“自贸融情”党建带团建、促统战品牌，扎实推进“四全育人”工作平台的建设与落地实施，搭建中外学生融合实践平台，始终以“目标、结果、问题”为导向，狠抓育人工作落实。行政条线锚定流程数字化、协同制度化、预算精细化、办公智能化四大方向，稳妥探索 AI 技术在文稿、统计、会务、督办中的应用。党建工作持续深化 "四位一体" 管理机制，推动党建与国际办学业务双向融合，擦亮三大党建品牌。
At the same time, all departments confronted shortcomings head-on, transcended the limitations of routine operational work, and planned career development within the broader context of the university's 15th Five-Year Plan and the construction of Hainan as an International Education Innovation Island. The admissions division proposed to continuously optimize the country-of-origin structure of degree-seeking students, intensify efforts to recruit students from Southeast Asia, improve the scholarship system, strictly uphold admission quality standards, phase in master's and doctoral admissions for international students, and explore an independent accounting model for preparatory programs. Sino-foreign cooperative education will continue to advance master's admissions on a rolling basis, optimize undergraduate enrollment quotas across provinces, study policies to attract high-scoring applicants, and expand partnerships with institutions that supply outstanding students. In the academic domain, leveraging quality accreditation as a key driver, the College will accelerate the integration of information platforms, improve convergent management, upgrade the language teaching system, strengthen teaching and research output, and promote the deep integration of Chinese and British curricula. In student affairs, the College will deepen reforms in international student education management, solidify the "Free Trade Bond" Party-building brand that leads youth league building and promotes united front work, and build platforms for integrated practice between Chinese and international students. The administrative line will focus on four directions: digitalized processes, institutionalized collaboration, refined budgeting, and intelligent office operations, while prudently exploring the application of AI technology in document drafting, statistics, meeting organization, and task supervision. Party building will continue to deepen the "four-in-one" management mechanism, promote the two-way integration of Party building and international education operations, and enhance the three major Party-building brands.
分管院领导逐一点评并提出五点要求：一是提高站位、放大格局，把科室工作放到学校深化改革和 "十五五" 规划大局中谋划，将政策红利转化为办学实效；二是坚持问题导向，将务虚成果转化为务实行动，形成问题、任务、责任三张清单，对跨部门难题主动汇报、协同推进；三是锚定核心目标，统筹规模、质量、结构、效益关系，坚守质量生命线，以质量认证为总抓手倒逼制度完善和质量提升；四是强化系统协同，破除部门壁垒，健全跨科室沟通机制，用好数字化和 AI 工具赋能管理增效；五是坚持党建引领，做强 "自贸融情" 品牌，探索国际思政新模式，守牢意识形态、安全稳定、财务廉政风险底线。
The associate deans in charge offered individual comments and put forward five requirements: First, elevate political standing and broaden perspectives by positioning departmental work within the broader context of the university's deepening reform and the 15th Five-Year Plan, and translating policy dividends into tangible educational outcomes. Second, adhere to a problem-oriented approach, transform the outcomes of strategic deliberation into concrete actions, formulate three lists—problems, tasks, and responsibilities—and proactively report and collaboratively address cross-departmental challenges. Third, anchor core objectives, balance the relationships among scale, quality, structure, and efficiency, uphold quality as the lifeline, and use quality accreditation as the overarching driver to compel institutional improvement and quality enhancement. Fourth, strengthen systemic collaboration, break down departmental barriers, improve cross-departmental communication mechanisms, and leverage digital and AI tools to empower management efficiency. Fifth, uphold Party building as the guiding force, strengthen the "Free Trade Bond" brand, explore new models of international ideological-political education, and firmly guard the bottom lines of ideology, security and stability, and financial integrity.
会议强调，全院上下要以本次务虚会为新起点，把思想共识转化为干事创业的行动力，保持改革定力、激发创新活力，补短板、强弱项、扬优势，奋力打造具有海南医学特色的国际化教育高地，为学校高质量发展、为海南国际教育创新岛建设贡献西英格兰学院（国际教育学院）力量。
The meeting emphasized that the entire College should take this strategic planning meeting as a new starting point, transform ideological consensus into actionable momentum for entrepreneurship, maintain resolve in reform, stimulate innovation, address shortcomings, strengthen weak areas, and leverage strengths. The College will strive to build an internationalized education highland with distinctive Hainan medical characteristics, contributing the strength of the UWE College of HAINAN MEDICAL UNIVERSITY (School of International Education) to the high-quality development of the university and the construction of Hainan as an International Education Innovation Island.
